Mei translation please?

I am looking to buy this tanto as its for a great price but i am not so sure.

 

The mei looks almost brand new and the man says its shinto

 

any help would be great

hard to say from the photos but in all likelihood the signature is gimei and it a late shinshinto or later fake....What is going on above the hi-that large black area???

I am not sure, probably trying to cover up some kind of blemish. I figured this was probably a gimei but was not so sure about the blade.
