Hi, do you have any practical experience with importing  blades to Japan ?  shipping or bringing by self.  How is the procedure going now before it reaches the recipient ?

It's been 20 years since I sent a sword to Aoi art so I'm sure procedures might have changed but back then it was painless sent USPS Express

I took mine in by hand. 

Declaration at customs and they inform police. You wait an hour or so for them to arrive.

 

There inspected, they contact the person your taking them too and the purposes  why. 

 

Your issued 48hr licence to transport the sword from narita to said person. 

 

Or so the process was from memory

Makes perfect sense. You arrive and declare it. They give you a limited time permit to transport it to the licensed dealer, who then has a certain time to register it.
