Maybe a forgery of 正楽 (Shōraku).

Since that second Kanji is not clear I have cleaned the mei with a toothbrush and some handsoap and warm water. 

Hope it is better readable now.

You are misunderstanding.

The characters on the paper are 正真 – Shoshin. It is not a mei but it means “genuine”.

BTW, the paper is not Hozon. The paper seems to be ussued by Nihon Token Hozonkai (日本刀剣保存会).
