Are these Japanese kogai

Hi 

are these a pair of kogai? Lovely workmanship there fit together close and I could imagine them fitting into a scabbard they come apart as seen so I also wonder if they could have held opium or something can’t see any markings there not magnetic chemically blacked and guilded

I don't see these as Japanese. More likely something from Tibet or Bhutan or Nepal.
