Help with Translation of WWII capture tag on Tanto

I just recently picked up this military leather encased tanto with a capture tag attached. I would appreciate if someone could please translate?

 

I have not figured out how to get the leather off of the Shirasaya. Once I do i will post some pictures of the nakago.

No need to take off the tsuka. It's a wartime shrine/souvenir or general purpose soldiers tanto, invariably mass produced and won't have been made by a smith. Tang will be rough and poorly shaped. Oil quenched at best. But it's a nice item of militaria, especially to be able to prove it was used in wartime and surrendered.

Does the hole in the leather not line up with the mekugi?
