I would appreciate any help for information on this hirazukuri katana. It has unique hada and what looks to be hamon or where a hamon was. Can not tell if it is just a over polished study piece now.

The polish on this sword represents the reason why Japanese sword owners are strongly advised against using an amateur polisher and that's putting it nicely. 3. Whether or not this sword is worth saving needs to be answered. 4. You'll need to ask a trained polisher whether or not this sword can be saved.

To say more, a full size photo of the blade would help. Taken directly from above, against a dark background, light from the side, and then as cut-out, so nothing is disturbing.
To me, this does not look like a HAMON displayed by polishing but more like a HON SAN-MAI (or even SOSHU KITAE) construction.  The KAWAGANE seems to have been polished through in some spots.

But as Franco wrote, a traditionally trained TOGISHI with the blade in hand will be able to advise.

By default hira zukuri katana with coarse uneven hada and many forging issues is equal to late Muromachi.

Can be a later work - unfortunately acid polish does not allow to appreciate steel's native reaction to light, it makes shinshinto steel and Kamakura steel look the same. Sugata can help.

But by default - late Muromachi, generic work which can be thrown to many lineages.

That is an interesting appearance in the hamon area.  Attached a photo of an acid polished blade with the hamon apparently still fully present, for comparison.
