Don't know what to make of this. Maybe made for one of the Western style mounts. Pics of the whole blade? I'm guessing it has a Western style wide groove?

Hi Brian!  It is the earliest of Japanese Naval swords--circa 1873.  So hard to find--almost impossible.  

 

Could anyone else help with the translation?  Moriyama Koichi took a stab at it above, but related that he wasn't certain he had read it 100% correctly.

It's confirmed.  Ray Singer confirmed that Moriyama Koichi's reading is correct.  Thank you to both Ray Singer and Moriyama Koichi!
