The groove stops 3/4 along side the markings. I usually see markings begin below the hole. Any info would be helpful. Thanks

Hard to look at because someone  cleaned off the patina to get a better look  very bad karma

Brian,

signatures are chiselled and read vertically (tip upwards), so it would be easier to read if you positioned the image that way. Someone unfortunately ground the patina off the tang which is a big loss in value as it is an older blade - not war time!

The tang looks to have been shortened at one time, so in your case I would not care too much about the MEI as it was probably added later (as Piers already noted, it reads SANJO MUNECHIKA, a very famous very early swordsmith of the HEIAN era).
