Unusual Blade on a tanto

Hi All

I have seen this unusual blade on a tanto, from the picture attached can any information be gleaned?

seems to have a fuller and a double edge on the blade

As for the rest of the assembly what lies beneath the duct tape is probably not good

Looks like naginata naoshi to me, so maybe a shortned Naginata or made in this style.
