It is not a kogai but a kogatana. The signature on it reads 井上真改 (Inoue Shinkai), which is a BIG name. The signature is most likely a fake. However, it was not rare to chisel fake signatures on kogatana. Sometimes they were just like decorations.

 

The style of the tanto looks to be 鵜の首造り (U-no-kubi zukuri), though someone might say 冠落し (Kanmuriotoshi).
