I did find another flag The problem was it was as given to an engineer who works in a factory

Having said that I’m looking for one that was given to a soldier who saw action and was probably killed !
Reason being I wanted to find any living relatives to send it to
I’m hoping this flag is a good one !

Any help translating the kanji would be appreciated

Across the top is the same phrase on nearly all of these flags - "everlasting luck in battle".

Down the left side is the name of the recipient

"To: Hideo MOCHIZUKI"

The rest are names. No idea if it is authentic or not.

Looks like a souvenir flag. It's not a flag that was presented to a soldier going off to war. It might even be a present for some US soldier. Well, it says 為駐進軍 ("For the occupying army") on it, but I don't know if any of the writing should be trusted. The rest are names of Japanese cities - most of them, anyway.
