Help translating surrender tag associated with WW2 sword

Hi everyone, I was wondering if anyone would be able to translate the surrender tag associated with this katana I found in an online listing?

 

And additional details that can be inferred from the images of the blade (without a look at the nakago itself, which was not provided) would also be greatly appreciated.

I think that the name is 鈴木茂 - Suzuki Shigeru.

Can you give us a clear shot of the rank tassel?  It's the brown one on the end.  Look underneath various areas, maybe in the end strands, to see if you can see some color.  

It might be a very faded brown/blue Company grade tassel, right @PNSSHOGUN John?
