It looks like the middle row is the date 1944. The kanji on the top left is Tai for "big" or "large" so maybe a size???

I am also interested in what the translators come up with. Trying to learn myself.

Columns from right to left

 

二號  = No. 2 (presumably a size)
昭和十九年製 = Made in 1944 (as mentioned above)
大支檢定 = Inspection mark for the army uniform depot in Ōsaka

 

The round stamp is an individual inspector's stamp. Looks like it says 瀬川 (Segawa).

Ah. Forgot that the tai kanji has more than one meaning.
