Just posting for interest.  I have 3 Toyokawa stamped blades made by Masahiro, and all 3 are Takayama-to.  This latest one is unusual, to me, as it also names the Togishi (polisher) Ando Koichi.  I think I've seen polishers mentioned on blades before, but it seems to be not common.  Plus it has the modified Roman numberals "2 6 6".

 

 

This one is a bit of an odd-ball, as the fuchi and tsuba are navy, but the ito and kabutogane are army, and the menugi is civil.

Hi Bruce, wouldn't hold much faith in the fittings being original from any of the large volume sellers getting their stock from Japan.

On Takayama-to by Masahiro, there is "always" the polisher's name on the nakago.

 

Seems like a "put together" koshirae by the SHOWA22 specialist...

I only have 3 on file, due to the Toyokawa stamps, and the one cited by Mal Cox, from a Stcroixblades sale has the polisher also.  The other, from a Fuller & Gregory photo, only has the mei:
