I cant get all the translation, but looks like a tanto made in June Showa 9 (1934) from guns of the pre-WW1 IJN dreadnaught "Mikasa".

Good Steve, more info here:   Mikasa-tō (ohmura-study.net).  Mei is:  "Mikasa houkou    Nippon seikosho"

Seikōsho (seikoujo?) means steel making plant (or steel mill, steelworks, steel factory…).
