I have seen these where the flag is gifted to a soldier from a school, for example, and signed by the students. But this one is from a Vice Admiral ( a lot of info on line about him) to a "Mr.", presumably a civilian. I wonder if the other signatures are sailors? John C. Quote

There is one other signature with the family name of Wada, Wada Yoji, to the left of the Vice Admiral's signature. Maybe Wada Yoji is the father or brother of the presentee? The honorific "kun" is something very typically applied to these kinds of items. I wouldn't read too much into the use of this. Not as formal as "mister", but not as familiar as "bro" or "dude". 2 1 Quote
