It could be mokume but the size seems disproportionate to the size of the grains around, at least from what I can see. I put this patch in relation to the size of the machi which is telling and indicates that this sword has reached a certain level of fatigue.

Never take an element separately, always put it in relation with the rest of what you are looking at. For example to declare a nakago machi-okuri because there is a second mekugi ana without having seen either the ura side or the shape of the nakago mune seen from above is a nonsense.
