Yeah, just I think they wouldn't not have been allowed to use the Tower Crown symbol if not made there.
I could be mistaken. Maybe @IanB has some input

Yes it is a Belgium copy they made them for British military contracts (V.R. marked) and for other countries. It was made in 1867 but not sure when it entered Japan. I might take it out of the stock and see if there is more info underneath. Japan did a lot of trade with Belgium but during that time everyone was trying to make money on selling Japan arms. Their was a lot of trading companies moving arms.
