Expand No. I've seen this piece in hand and under the microscope. The black areas are filled sukashi, the black Lacquer is newer, but is maybe late as Meiji or so but definitely not modan. The filler is that traditional stuff you sometimes see used to build up mimis, etc. It could well be that the filler/lacquer was done to spiff up the piece for sale to tourists at that time.
