Naval sword with surrender tag?

Naval parade sword, tagged with what i gathering is a surrender tag? Any help appreciated.

FYI, Kishimoto Nobuta (1881-1962) was a vice-admiral of the Imperial Japanese Navy.

Thanks very much, found alittle bit about the vice admiral on the internet, just his comission date. Bit odd that theres no mention of rank on the tag makes me think its not a surrender tag even though it has a " return address" but cant think what else it could be that hed not have his military title on it?
