Not sure if this topic has come up before, but why is this IJN soldier carrying an army gunto? Did the navy have the choice to carry shin gunto or Kai gunto?

Definitely Navy. Note he has cartridge pouches and a bayonet, so he is actually armed with a rifle. The sword might be a studio prop.

 I don't see a bayonet, but I do see a hanging strap on the left side that might be the gurometto or sword hanger. The leather ones seem to have lost the clip on the end on more than one occasion.

 I reckon Shanghai Naval Landing Force, especially with the armoured car in the background.
