Old Yanagiba sashimi knife

I bought this old (hand forged?) knife, but can't find the maker's name...

I know this isn't a Nihonto, but it can be made by a swordsmith. So...

Any help is welcome.

I think the first two kanji are 登録 , written backwards. 

Dimensions:

- total length in scabbard: 43,6 cm - without: 41,3 cm

- Blade (with machi): 27,3 x 0,37 cm
