These are usually portable candle holders for people like the Karō when travelling and doing estate book-keeping. I have one of these somewhere which I bought in the same manner as yourself. (The dealer told me is was for gunpowder or ball.)
As to the name underneath…

However, the 1st kanji looks deferent. My guess might be wrong.
