Lord Tsukahara is somewhat archaic for the Showa period, by that point the Kazuko system was in place for ex Daimyo (Prince-Marquess-Count-Viscount-Baron). Can only guess there may be a connection there. The only officer of import with that name is Nishio Tsukahara but it appears there is no mention of him being the head of a Daimyo family.

Suggested without much confidence, except that I do feel the ones following Tsukahara are both kane-hen.
