Writing is not very clear, but it looks like it says that the sword will only catch at this point (in other words, the catch will not keep the sword fully closed).

It has four two red two seen. So ya think more seppa would fill it in huh. Btw fake steel blade

Even from this image two mekugi and a funny looking habaki, plus, as John points out, the seppa issue would indicate a remount.  Fake blade dummied up in koshirae would be my vote.

The fat seppa usually comes with a large set of seppa, like 8 or so.  Seen on higher quality fittings.
