HI, Help needed to transalate the two remaining characters on this wakizashi.

The seller gave me this information , The blade is sure-age & dates about 1680. The blade is shinto.

Seems Bishu Osafune, maybe a koto blade.

Is Bishu Osafune the smiths name , or the province he worked at?

Osafune is the town in Bishu province, so the name of the smith is lost to the shortening process.
