I agree with Jacques.  This guy, Echigo no Kami Fujiwara Kunitomo, was a student and nephew of Horikawa Kunihiro, arguably one of the very most famous of shinto smiths, and worked in his style, which was very pleasing and desirable.  There are three examples in Markus Sesko's book Shinto and Shinshinto Kantei, and all three are very much like the example that Jacques found on Aoiarchives.
