Police Short Swords or Franken sword

This sword seems like it might be a frakenshort sword but can you guys explain it to me. It has characters on the habaki and the habaki is not straight by any stretch of the imagination. I purchased two different police swords together and one seems pretty normal (not in good condition, though). Condition is not great but i didnt have any short swords.
