Help for a friend please.

A friend here in SA has asked for my help with a translation, and I am in turn asking for your help.
Can anyone translate the back of the photograph?

And the flag...if anyone can give a brief summary. I told him I suspect that maybe some of the writing on the flag was done by a non-Japanese writer. I just think some of it looks a bit too "trying to copy Japanese writing" but maybe I'm wrong.

Agree, but the photo is the primary interest here. Flag is secondary.

The banner on the left says Kojo Senyo which is about taking care of the imperial residence, or something.

The handwriting on the back is difficult. 無囗出事囗田（looks like 円, but that feels strange) but I can't get the middle bits. 

I think the part next to it is a name, 幹予 (Mikiyo).

 

Or...the first two could be a name 熊川?
