A friend here in SA has asked for my help with a translation, and I am in turn asking for your help.
Can anyone translate the back of the photograph?

And the flag...if anyone can give a brief summary. I told him I suspect that maybe some of the writing on the flag was done by a non-Japanese writer. I just think some of it looks a bit too "trying to copy Japanese writing" but maybe I'm wrong.

Kōi Senyō - promoting the glory of the Emperor

 

The handwriting on the back is difficult. 無囗出事囗田(looks like 円, but that feels strange) but I can't get the middle bits. 

I think the part next to it is a name, 幹予 (Mikiyo).

 

Or...the first two could be a name 熊川?

Kanji on the flag is too poor.
 
The characters of the back of the photo and the photo is real.
Back side on pic:
熊川村青年団幹事 (Managers of Youth-association in Kumagawa village.)

So we are all in agreement that the flag kanji was not written by a Japanese person?
