Whether you have green, bright green, white or blue, there is a window of opportunity in resubmitting. In fact it is a good idea, especially on mumei blades. Also, if a collector or dealer buys your sword, they may get a better result. Tom D. Quote

To answer Chris S. about whether the attributions were all the same, no often there were two different attributions, and the one on the green papers was better.... Quote

Due to the widespread recognition of the unreliability of the green papers (not all are wrong, just enough to besmirch the group), the NBTHK had an amnesty period in which green papered blades could be resubmitted for free shinsa to repaper them. This, of course, was not very practical, especially for American collectors, so only some fraction of collectors availed themselves of the offer. I suspect that on the whole, green papered blades that have been in the US for several decades have a higher percentage of correct attributions than do those that have always been in Japan, since resubmitting was much easier for Japanese collectors. But that is just speculation. 1 Quote
