I'm starting to think that particular horimono was an option that could be ordered as an add-on from one of the sword stores when guys ordered their military sword.
We know you could pay for enhancements, so why not a standard horimono that was optional? Seen it so many times, well done but not quite at the excellent level.
I bet there were artisans specializing in just this sort of work, sitting in a back room with chisels carving these out.
