Igami Sadahiro, I believe. It should be 井神 貞弘 however the last kanji is suspect. John

That last kanji does seem to be tsugu. 貞次 John

That sword looks not genuine in my eyes.

Look at the fuchi for example, or the kabuto-gane...

 

Compare it with that from Ohmura san.

The sword is a Police Shin Gunto.

The fuchi is with the police badge, very rare variation.
