The second part are the measurements of the blade in the old Japanese units: 七寸 Seven sun, 分 some bu (sorry the number is a bit too cursive for me to read accurately but I can see the kanji for 10 (十) plus another number so something in the teens plus some rin 厘 - again not sure how many.
