I believe it says "SA". There were a handful of smiths that signed just Sa. The most famous would be saemonsaburo, Chikuzen O' Sa, one of masamune's juttetsu (10 students).

 

I know there were a few other smiths but not sure of their backgrounds as I don't have books with me.

No risks, There are few blades from O Sa wich are extant, few tanto and only one Tachi (It belonged to Tokugawa Ieyazu). but no Naginata

I have found atleast 4 smiths who signed SA.

 

I am also convinced that this is a fresh mei. (Shinto shinshinto or gimei)

 

I am also sure that every major work from major smiths end up on respected sites (Christies auction, nihonto.us, aoi, etc and probably have papers)

 

With this evidence and comments above it almost certian not by O sa.

 

I quite like it though (have not got one of these but she who must be obeyed will not let the kids starve this month so I won't buy it)
