How long does Japanese custom hold the Nihonto?

Hello everyone,

 

My Nihonto has been shipped on 18/08/2014. From the tracking page, it says that "Dispatch from outward office of exchange" on 08/20/2014 13:21. Now we are 08/21/2014 18:42(both Japan time), and the status remain the same.

 

I checked also the french Chronopost tracking page(organization which will take in charge once the parcel arrived in France), it says the same thing.

 

I have already make online purchase from Japan several time. The delay between dispatch from export agency and arrive in France import agency usually is inferior to 24h even less. So I wonder maybe the Nihonto need to be specifically treated by the Japanese custom. Are there additionnal process to make when we ship a Nihonto?

I've heard of some troubles sending swords from Japan to Europe with Japan Post recently.

Why, I don't no.

I know it's perfectly legal to import swords in all forms at least to Sweden so it must be a carrier problem. It seems that Fedex is the way to go.

Sometimes you can't track between destinations it depends on company,it will tell you picked up or sorted then nothing till it arrives.

I'm in Japan but I've used various companies from America and Europe and had good and bad tracking.

I had a book from Australia to me in Japan with 2 stops in china for some reason.

Was the sword sent from a regular post office? I don't know about Nagoya, but in Tōkyō you have to bring it to the International Post Office to present the export permit. If it was mailed without a permit, and customs found out by x-raying the parcel, the sender is in big trouble.

Furthermore, you have extra paperwork to do locally when the exported blade is worth more than 300 000¥ (so it was two years ago).

It seems that I overworried. The parcel has just arrived this morning at 5 am in Paris. It is planned to be shipped to my home tomorrow. However, according to the french tracking page, it seems that I have to pay tax in spite of my low value declare.

Well, I don't know which tax it is. I doubt highly that it is the VAT since for anything under xx$ (I forgot the value limit) we don't have to pay VAT. Maybe I was wrong.

 

Whatever, the most important is it arrives safely in Paris and will be delivered to me. I have a friend who is photographer. I will ask him to make some decent photos of the sword once I receive it so that you guys can rate the quality of the hamon with these true photos.

Over 100 years old = TVA 5.5% but only if the item is correctly declared! otherwise they apply TVA 20%.

When the sword arrive in Japan. JP custom will hold the sword and inform to local Kyoikuiinkai (Dept of Education) and the receiver for examine and issuing register card (Torokusho).

When Dept of Education receive info of new sword at Custom, they will arrange sending register officer and exterminator to the custom.

Date for register is once every two month at Fukuoka airport, once every three month at Narita airport and maybe same as kansai airport.

If the receiver's address are Fukuoka, Osaka or Chiba, they can go to the custom on the register day, and pick up the sword after issue Torokusho,

If the receiver is other prefecture, JP custom and local dept issue "Toroku kano shomeisho" ( a temporary paper) and deliver to the receiver,

When the receiver receive the sword with temporary paper, they will have to bring their local register examine, and issue Torokusho,

The sword must be registered for craftsman to handle them in Japan.

so, the custom could hold imported sword up to 3 month max.

I am not sure if Nagoya airport has International post office with JP custom.

Mr.ZHANG Ruoyu should ask your receiver (Nagoya?) for their schedule for sword register date.

 

* for example, Next sword register date in Fukuoka will be 15th of September,

If anyone want to send the sword to Japan, if you send it before around the end of this month, I will be able to register (issue Torokusho) on 15th of September,

 

for Import tax, More than 200000JPY item must declare the custom, If you write (inform) the item is for restoration, It will return to the sender, (If the receiver could proof it), JP custom will not charge import tax.

 

As Daniel san said, we have problem sending the sword to Europe from Japan now.

Post office said that some air carrier company refuse handling sword as a Weapon.

It is happening because,

After JP post privatised, they have contract with private air carrier company, and they have terrorism security regulation, not to handle weapon. They don't want to handle sword even it has official export license...

for now, I could send the sword to England and France, but, not other European countries.

But, JP post said that they will change sometime, because, they will change contract with carrier companies every half year or something.. so, it is un-steady at this moment,

I asked other dealers about it, some dealer said that they are sending as "Imitation sword for decoration",

It is possible, but, it is not 100% honest way and you can not put Insurance as real sword.

It is possible to send it by FedEx from Japan (expensive) and we have special contract with one private company to handle if it is a bundle of 5 or 10.

As I said below, the sword arrived safely in France today. I called Chronopost to get information about the tax to pay. They told me that I have to pay 30 euros (VAT tax + custom handling fee) when the parcel will arrive at my home. A sms was sent to me from Chronopost to confirm that the parcel will be shipped to my home tomorrow.

 

However, what embarassed me is: it is 23h00 Paris local time, the parcel has been in transit for almost 12 hours now. Normally, when the parcel left custom and is taken in charge by Chronopost, the parcel would arrive very fast in the distribution center before the end of the day. However, this time, the parcel is still in transit. Very strange. On top of that, the aeroport Charles de Gaulles is really not far from Paris and the Chronopost paris distribution center(30 minutes car driving). I wonder why they take so many time in transit. Don't know if they will take my parcel to other department.

 

The worst case would be that the parcel has been stolen and I don't receive any scanned information anymore. But I think I should stop panic and call them tomorrow morning.
