Translation request for characters on WWII Japanese holsters

I have 2 Japanese holsters from WWII with markings and would love to know what they indicate, possible date and arsenal info.

The printed ink kanji are (top right) Sho and (top left reading down) ju yon, or ten four. These are a date Showa 14 (1938).

The circles etc are probably arsenal inspection marks. The punched mark on the leather I am not sure about.
