translation required

Is it possible that someone here can give me a rough translation of this torokusho? Mainly name of smith and date of manufacture.

heisei 22 feb, kazumune or yasumune depends on his reading

well so much for him giving it a go, id say Tomomune, fits for fittings as dont find one in hawleys...

side bar...only way to learn to read kanji is to give it some effort.
