Probably ISE/勢州 Seishu.

 

EDIT: I don't think it is 1st or 2nd, but it looks Kuwana to me. It may be 3rd. I could be wrong. I need to check a sword from my collection.

 

Please provide us with some measurements.

在銘村正拵入り、身幅3.2ｃｍ健全な一刀

在銘村正の2尺３寸３分あるお刀です。身幅は3.2ｃｍと頗る広く、元重ねも7.5ｍｍあります。先幅2.2ｃｍ先重ね4.5ｍｍ。地鉄は古風な杢目、刃は尖り刃を交えた互の目。結構な拵入りです。鐺部分の漆が若干剥がれている他は、比較的健全な拵です。迫力ある龍の図鉄鐔。昭和２６年の文化財登録です。刃長２尺３寸３分３厘。反り６分。鞘を払っての重量は1100ｇ。刀身のみの重量は800ｇです。

It has the correct length and nakago looks right, but it is difficult to judge the signature due to the way it is shown in the photo.

 

Such a sword should be papered. : )
