Spots on Blade, not sure if rust, dried oil or structure

Hello, could you clarify the reason for the spots? Only one question. If you oil the blade and look from different angles does the spots take on the oil or is the oil rejected on these spots? As I know "dry" or hardened oil will mostly reject further oil cover. Regards Manfred
