HI Jason,
someone has spruced it up for you to make it look better, you now have the job
of unsprucing it.
I would buy a tin of acetone and place the the tsuba in a large jar with a screw top
lid and add acetone to cover it. The acetone will attack the paint and destroy it letting
you clean it off. The lid is needed because acetone evaporates at a great rate of knots.
You will be left with a nice iron Higo tsuba with some rust as my mate BaZZa says

don't have the money but some do, you have got to do better if
you are serious

it would be more sensible to sell this piece and watch for another
complete one on Ebay at the right price or maybe a single menuki
to be glued to the middle.

I'm a great lover of the 10 Haynes Catalogues. I know they are dated photos
and some disagree with him nowadays but for the new starter they are a fabulous
wealth of information in detail and in English covering most schools.Not so cheap
these days at about $500 for the complete set but can be bought in ones and two's
when they come up

this tsuba has been in a fire and is damaged by it
also there is some gold left but I think a lot is missing.
The gold hitsuana and nakago plugs are a later addition.
I have seen a few tsuba like this one(damaged by fire.}

who befriend newbies and show them along the way. Start going to
sword or gun shows in your area.

your tsuba has been in a fire and the missing surface
finish is called fire scale.It can be repaired by someone
of the likes of Ford Hallam or one of the other Tsubakos.

reasonable cost .
