Good Evening, I have acquired this blade below, it has a signature etched into the tang, but also what appears to be some characters written on in paint at a later date? Thank you in advance for any assistance, Merry Christmas and a happy New Year.

Thank you Everyone for your input, the bottom half of the characters are quite worn so taking good photos is not easy. Here is another one that might be more useful.
